RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve state standard agreement # C1937024 with the California Department of Parks and Recreation (CDPR) for water testing by the Department of Health and Human Services (DHHS) - Public Health Laboratory for the North Coast Redwoods District for up to $9,999;

2.                     Authorize the Chair of the Board to sign two (2) originals of the agreement and one (1) Contractor Certification Clause form;

3.                     Authorize the Public Health Director or a designee thereof to sign future amendments to this agreement thereto after review and approval by County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return two (2) originals of the agreement and one (1) original Contractor Certification Clause to DHHS - Public Health for submittal to CDPR.

DISCUSSION:

The Humboldt County Public Health Laboratory has been conducting water testing for the California Department of Parks and Recreation (CDPR), North Coast Redwoods District for over ten years. The testing provides an analysis of recreational and drinking (potable) waters found within the state parks located in Humboldt County for unsafe levels of harmful bacteria, and helps ensure the health and safety of the visitors to local state parks.

 

On Oct. 23, 2018 (item C-12), your Board approved agreement # C1837008 with CDPR for water sample testing through Dec. 31, 2020. CDPR has requested that the Humboldt County Public Health Laboratory execute the agreement # C1937024 before your Board today to ensure no disruption of water testing as the current agreement is nearing the maximum payable amount of $9,999. Once the agreement # C1837008’s maximum payable amount is reached, CDPR will be able to pay invoices against # C1937024 without disruption of these vital services to the community.

 

This agreement # C1937024 before your Board today sets parameters for invoicing CDPR for water testing services and sets reimbursable limits to $9,999 upon Notice to Proceed for a period of 18 months.

 

FINANCIAL IMPACT:

Approval of state standard agreement # C1937024 with CDPR will allow the Public Health Laboratory to be reimbursed for water testing up to $9,999 in Fund 1175, Budget Unit 435, Public Health Laboratory, upon Notice to Proceed from CDPR for a period of 18 months. These funds were anticipated and included in the approved fiscal year (FY) 2019-20 county budget and will be included in the proposed budget for FY 2020-21. There is no impact to the county’s General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the agreement with the California Department of Parks and Recreation, North Coast Redwoods District. However, this is not recommended as the agreement is required by the State and the Public Health Laboratory would no longer be able to provide water testing for the state parks in Humboldt County.
