RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Sheriff on behalf of the Board of Supervisors to sign the MOU between CR and HCCF to provide inmate education (Attachment 1); and

2.                     Authorize the Sheriff, Correctional Captain, or Deputy Director of Sheriff’s Administration to sign all amendments, extensions, revisions or termination of the MOU.

DISCUSSION:

It has been a long-standing mission of the HCCF to aid in the rehabilitation of those incarcerated in the county jail, with the hope of providing skills and resources to assist in their re-entry into the community. One of the key components in this regard is providing inmates with education population that teaches life and job skill development, giving them tools to implement as they look to transition back into society and avoid recidivism. College of the Redwoods receives state funding to provide these Adult Education programs to the HCCF at no cost to the county and has been providing these services for several years already. This MOU would become the written record of this agreement and allow CR to continue to provide these services. CR continues to work with the HCCF to develop and offer new curriculum to fit the needs of the targeted demographic, with the hope of improving outcomes to positively impact both those incarcerated and the community as a whole. 

 

FINANCIAL IMPACT:

All services will be provided by CR at no cost to the county. HCCF expenses referenced in the MOU fall within normal operating costs for the facility and there is no additional impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to authorize the Sheriff or designee to sign MOU on behalf of the Board, however, this is not recommended as it will prevent CR from providing educational services to the HCCF. Alternate providers would likely come at significant cost to the county.
