RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services - Mental Health Director, or a designee thereof, to accept funding made available through the California Department of Health Care Services’ Whole Person Care Pilot Program; and
2. Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Health Care Services.

DISCUSSION:
On Oct. 18, 2019, the California Department of Health Care Services (DHCS) issued a letter regarding the provision of one-time start-up funding to counties that are not currently participating in the Whole Person Care Pilot Program based on the demonstration of interest and letters of support from local partners within each county. The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) submitted a Letter of Interest requesting an allocation of one-time Whole Person Care Pilot Program funding, along with letters of support from two local partners within Humboldt County, to DHCS on Nov. 25, 2019. On Dec. 26, 2019, DHCS awarded DHHS - Mental Health one-time Whole Person Care Pilot Program funding in the amount of $744,418.66, pending the Humboldt County Board of Supervisors’ adoption of a resolution authorizing the acceptance of such funding.
Accordingly, DHHS - Mental Health recommends that the Board adopt the attached resolution authorizing the DHHS Mental Health Director, or designee thereof, to accept the Whole Person Care Pilot Program funding made available by DHCS.
FINANCIAL IMPACT:
Upon adoption of the attached resolution, DHHS - Mental Health will receive $744,418.66 in one-time Whole Person Care Pilot Program funding to initiate Whole Person Care capacity in Humboldt County. Such funding is expected to be available on or before March 31, 2020, and must be fully expended in accordance with the spending plan set forth in the Letter of Interest submitted by DHHS - Mental Health in response to the letter issued by DHCS on or before June 30, 2025. Acceptance of the one-time Whole Person Care Pilot Program funding made available by DHCS will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached resolution authorizing the DHHS Director, or a designee thereof, to accept the one-time Whole Person Care Pilot Program funding made available DHCS. However, this alternative is not recommended since it would not allow DHHS - Mental Health to obtain funding that will be used to support the provision of needed health, behavioral health and social services.
