RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve a waiver of the 960 extra-help hour limitation for Lauren Hatfield, Agricultural Inspector I, and approve an extension of 960 hours to a maximum of 1,920 hours for FY 2019-20, pursuant to Section 7 of Humboldt County Salary Resolution (4/5 vote required); and

2.                     Approve the attached supplemental budget and direct the Auditor-Controller to execute the supplemental budget (4/5 vote required).

DISCUSSION:

Agricultural/Weights & Measures Inspector I, Lauren Hatfield, staffs the department’s seasonal inspection programs (detection trapping, Pierce’s disease control program, sudden oak mortality regulatory program) which the department performs under contract with CDFA. This extra-help hours extension request is made because Ms. Hatfield is also assisting the department with the increased workload created by commissioner’s office mandates for cannabis industry regulatory requirements including; pesticide permit renewals, weights and measures and state licensing inquiries.

 

FINANCIAL IMPACT:

The total additional cost for extending the extra-help hours is $29,424. Personnel costs incurred by the county for administering the seasonal State programs are reimbursed under contractual agreements with CDFA. As a result of Senate Bill 1 (transportation funding), the commissioner’s office has received an additional $27,827. in unclaimed gas tax (UGT) revenue from CDFA above the budgeted amount ($224,069). The increased cost for the extra-help hours extension is primarily covered by the additional --------------UGT with the balance ($1,597.) covered by unexpended extra-help funds approved in the FY 2019-20 budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny this request for additional extra-help hours however, this is not recommended as denial of this request would leave the Commissioner’s Office without the staffing necessary for the department’s seasonal programs and additional workload related to local administration of State cannabis regulatory programs.
