RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Direct the Registrar of Voters to conduct, and give notice of, a general obligation bond election for the Telegraph Ridge Fire Protection District;
2. Consolidate this election with the Presidential Primary Election to be held on March 3, 2020;
3. Direct Telegraph Ridge Fire Protection District to reimburse the County of Humboldt for costs incurred pursuant to Resolution No. 2019-009; and
4. Request the Clerk of the Board forward the signed Board Order and copy of Telegraph Ridge Fire Protection District Resolution No. 2019-009 to the Humboldt County Office of Elections.

DISCUSSION:
On December 4, 2019, the Telegraph Ridge Fire Protection District Board of Directors approved Resolution No. 2019-009 requesting the Board of Supervisors approve the consolidation of their special election with the Presidential Primary Election to be held on March 3, 2020, in the County of Humboldt. In addition, placing one measure on the ballot calling for submission to the voters a question relating to the increase of the fire protection special tax.
The question to be submitted to the voters shall read:
“Telegraph Ridge Fire Protection District Emergency Services Protection Measure. To ensure and maintain fire protection services, including securing the Ettersburg fire station parcel, equipment and vehicle maintenance, and meeting insurance obligations, shall the Telegraph Ridge Fire Protection District Resolution 2019-009 imposing a Special Tax raising an estimated $22,345 annually, be adopted?
This special tax increase requires a two-thirds voter approval to pass.
FINANCIAL IMPACT:
This item will not have a long term affect the General Fund. Initial costs of the election will be deducted from Fund 1100, Budget Unit 140 and fully reimbursed by Telegraph Ridge Fire Protection District. The cost and reimbursement has been accounted for in the adopted 2019-2020 budget cycle.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could decline to approve the consolidation. This is not recommended as this request is compliant with Election Code, Section 10403, which prescribes the manner in which a district must consolidate a special election with a statewide election.
