RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to apply for and accept, if awarded, funding made available through the California Department of Housing and Community Development’s No Place Like Home Program; and

2.                     Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:

On Sept. 27, 2019, the California Department of Housing and Community Development (HCD) released a Notice of Funding Availability (NOFA) for the second round of competitive funding made available through the No Place Like Home (NPLH) Program.  With a population under 200,000 residents, the County of Humboldt is defined as one of 31 small counties by the NOFA.  A total of $34,654,638.00 in competitive funding is available to the small counties group.  HCD will release at least two 2 additional NOFAs, with each round issued no later than one 1 year after the issuance of award letters under each prior funding round. Following the first four 4 funding rounds, additional funding rounds will occur annually until any remaining funds have been exhausted.  Award announcements for the second round of competitive NPLH funding are expected to be made in June, 2020.

 

Applications for the second round of competitive NPLH funding are due to HCD on Jan. 8, 2020. Applications may be submitted by the county with another private entity as a Development Sponsor. The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) released a Request for Proposals on Nov. 8, 2019 to identify a suitable Development Sponsor or Sponsors with which to submit an application.  If awarded, the Development Sponsor will use the funding made available through the NPLH Program to finance capital costs of NPLH Assisted Units in Rental Housing Developments, including, without limitation, costs associated with the acquisition, design, construction, rehabilitation or preservation of NPLH Assisted Units, as approved by HCD.

HCD requires that each applicant for NPLH funding adopt a resolution authorizing the execution and delivery of a State of California Standard Agreement, and any future amendments thereto, along with any and all other documents required or deemed necessary or appropriate to accept NPLH funds.

 

Therefore, DHHS - Mental Health recommends that the Board adopt the attached resolution authorizing the DHHS Director, or designee thereof, to apply for and accept, if awarded, funding made available through the NPLH Program.

 

FINANCIAL IMPACT:

There is no financial impact to the County from acceptance of funding made available through the NPLH Program.  Upon the award of NPLH funding, DHHS - Mental Health will return to the Board with a supplemental budget request based on funding specifics.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached resolution authorizing the DHHS Director, or a designee thereof, to apply for and accept, if awarded, funding made available through the NPLH Program.  However, this alternative is not recommended since it would not allow for the receipt of funding that would be used to support persons experiencing homelessness.
