RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Direct the Registrar of Voters to conduct, and give notice of, a general obligation bond election for the Arcata Fire Protection District;
2. Consolidate this election with the Presidential Primary Election to be held on March 3, 2020;
3. Direct Arcata Fire Protection District to reimburse the County of Humboldt for costs incurred pursuant to Resolution No. 19-214; and
4. Request the Clerk of the Board forward the signed Board Order and copy of Arcata Fire Protection District Resolution No. 19-214 to the Humboldt County Office of Elections.

DISCUSSION:
On November 20, 2019, the Arcata Fire Protection District Board of Directors approved Resolution No. 19-214 requesting the Board of Supervisors approve the consolidation of their special election with the Presidential Primary Election to be held on March 3,2020, in the County of Humboldt and calling for an election, and placing one measure on the ballot calling for submission to the voters a question relating to the increase of the fire protection special tax.
The question to be submitted to the voters shall read as follows:
“To ensure and maintain fire protection services, including maintaining firefighter positions, and maintaining equipment and vehicle replacement funding, shall the Arcata Fire Protection District Ordinance No. 20-20 increasing the existing special tax rates until June 30, 2030, and raising an estimated $2,200,000 dollars annually with independent citizen oversight, be adopted?”
This special tax increase requires a two-thirds voter approval to pass.
FINANCIAL IMPACT:
This item will not affect the General Fund. All funds advanced by the General Fund will be fully reimbursed by Arcata Fire Protection District.

This action supports your Board’s Strategic Framework by providing community-appropriate levels of service and building interjurisdictional and regional cooperation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could decline to approve the consolidation. This is not recommended as this request is compliant with Election Code, Section 10403.
