RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services for the period of September 1, 2019 through February 29, 2020;

2.                     Authorize the Department of Health and Human Services - Mental Health Director, or designee, to execute any and all subsequent amendments to the agreement, after review and approval by County Counsel and Risk Management; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) utilizes a variety of placement options to provide residential treatment and counseling services to Humboldt County residents who have a substance use disorder diagnosis.  It is important for DHHS - Mental Health to have a variety of residential substance use disorder treatment options available because vacancies and client needs fluctuate.

 

 North Coast Substance Abuse Council, Inc. (NCSAC) operates a residential treatment facility located in Eureka, California, which provides a variety of substance use disorder treatment and counseling services, including assessment, group therapy and support, education and referral services.  DHHS - Mental Health has previously contracted with NCSAC on numerous occasions.  On each occasion, NCSAC has demonstrated expertise in providing a full range of substance use disorder treatment and counseling services to eligible Humboldt County residents.

 

The attached professional services agreement will allow eligible Humboldt County residents over eighteen (18) years of age to receive residential substance use disorder treatment and counseling services from NCSAC for the period of September 1, 2019 through February 29, 2020.  It should be noted that the attached professional services agreement comes to your Board after the start date due to inadvertent delays that occurred during the process of identifying available funding sources.

 

Accordingly, DHHS - Mental Health recommends that your Board approve the attached professional services agreement with NCSAC regarding the provision of residential substance use disorder treatment and counseling services for the period of September 1, 2019 through February 29, 2020.  It is also recommended that the Board authorize the DHHS - Mental Health Director, or designee, to execute any subsequent amendments to the agreement, after review and approval by County Counsel and Risk Management.

 

FINANCIAL IMPACT:

The attached professional services agreement with NCSAC has a maximum amount payable of $140,000 for the period of September 1, 2019 through February 29, 2020.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with NCSAC in its entirety.

 

Expenditure appropriations related to the agreement with NCSAC have been included in the approved fiscal year 2019-2020 budget for DHHS - Social Services, Fund 1160, budget unit 511. Funding is available through Intergovernmental Transfer Funds received by DHHS - Mental Health.  As a result, approval of the attached professional services agreement with NCSAC will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of our communities and providing appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with NCSAC.  However, this alternative is not recommended as it will limit DHHS - Mental Health’s ability to provide referral services for residential substance use disorder treatment to Humboldt County residents.
