RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership applications for Rosemary Den Ouden and Jessica Dalton; and
2. Appoint Rosemary Den Ouden and Jessica Dalton to the HC-WDB for a 2-year term effective immediately and pursuant to WDB By-Laws.

Budget Unit 1120 287- Workforce Innovation and Opportunity Act (WIOA) Funds

DISCUSSION:
The WDB is a commission appointed by the Board of Supervisors that is required by the WIOA to oversee said funds and the workforce system in Humboldt County, the Local Workforce Development Area. The mission of the HC-WDB is to bring together resources to meet employer and employee needs and advance the prosperity of local communities. WIOA requires certain public agencies and labor unions be appointed members of the HC-WDB. Per the Federal legislation, the HC-WDB membership must be compromised of 51% private sector representatives.

The HC-WDB Executive Committee received and reviewed an application to fill a current vacancy and recommended appointment of the applicants at the October 17th, 2019, meeting. Rosemary Den Ouden was nominated by the Independent Physicians Association. Jessica Dalton is representing St. Joseph Healthcare systems. Both appointments are representing the private sector. The proposed appointments are in accordance with current HC-WDB By-Laws.

FINANCIAL IMPACT:
There is minimal financial impact to appoint Jessica Dalton and Rosemary Den Ouden to the HC-WDB. However, HC-WDB serves as an advisory body for WIOA funding and the members who comprise the HC-WDB committee have significant input on funding allocations. The HC-WDB will recommend approximately $3.9 million in funding in fiscal year 2019-2020.
