RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve acceptance of the $24,300.00 grant award for the Byrne JAG Mental Health Training Grant on behalf of the Humboldt County Sheriff’s Office;
2. Authorize the Sheriff, Undersheriff or Deputy Director Sheriff’s Administration to execute the standard agreement (attachment 1) and all related reimbursement claims, applications, contracts, agreements and amendments thereto and all other documents required by The Board of State and Community Corrections (BSCC) for the Byrne JAG Mental Health Training Grant;
3. Direct the Auditor/Controller to create a trust fund for the Byrne JAG Mental Health Training Grant funds in accordance with the grant requirements. Trust fund number to be determined by the Auditor/Controller; and
4. Approve the supplemental budget for the Correctional Facility Byrne JAG Mental Health Training Grant (attachment 2). Budget unit number to be determined by the Auditor/Controller (4/5 vote required).

DISCUSSION:
Mental illness is a huge issue within our community. The Humboldt County Correctional Facility (HCCF) houses many of the mentally ill throughout the county whom have committed a crime. Correctional staff receive some training in regards to dealing with the mentally ill population, however this has only recently become part of the curriculum provided during the Corrections Core Course. This grant will allow HCCF to provide training specific to topics related to mental illness to include but not limited to; signs and symptoms of mental illness, substance use disorder, trauma informed care, stigma and bias, crisis intervention, de-escalation techniques, suicide prevention and other courses with mental health related content. With these funds we will be able to fund a Tactical Resilience course available to all local law enforcement and dispatchers related to their own mental health and how to deal with crisis.
FINANCIAL IMPACT:
There is no financial impact to the General Fund. HCCF will spend up to the grant award amount of $24,300.00 for the additional mental health training. The funds are paid to the county in advance and held in a trust fund account. A supplemental budget request to account for the revenue and expenses related to this grant is requested (Attachment 2). Any unspent funds remaining at the end of the grant term (September 30, 2020) must be remitted to the BSCC within 90 days.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the request to allow the Sheriff’s Office to accept the Byrne JAG Mental Health Training Grant, but this is not recommended as it will decrease the ability for the Sheriff’s Office to provide/receive necessary training for its staff in the area of mental health. If the request is denied the Sheriff’s Office would either no longer be able to provide the training or would need to find other sources of funding for the training.
