Recommendation
That the Board of Supervisors:
1. Approve the Student Placement Agreement with Humboldt State University for student placements with various Humboldt County departments for the term ending December 31, 2025; and
2. Authorize the County Administrative Officer (CAO) to execute one (1) copy of the Learning Site Agreement.

DISCUSSION:
Since the mid-1990s, the county and Humboldt State University (HSU) have entered into agreements for the placement of students in various county departments so HSU students could fulfill the practical experience requirements of their majors. The student placements began with separate agreements between HSU and each county department. Thereafter, in 1997 your Board approved a consolidated Student Placement Agreement. On December 16, 2014 (item C-9) your Board approved the current Student Placement Agreement, which is due to expire on December 31, 2020.
The county desires to continue its relationship with HSU for student placements with county departments. Upon review of the existing contract HSU Risk Management noted significant changes between the Student Placement Agreement (Attachment II), signed in 2015, and the current version, now titled “Learning Site Agreement” (LSA). Due to these significant changes, it is requested that an updated LSA be executed which will supersede any previous agreements and establish a new five (5) year term.
The LSA with HSU represents a mutually beneficial arrangement between the county and HSU. It has helped to ensure there are qualified and skilled people in Humboldt County in professions where there has been a shortage of qualified candidates. This agreement benefits the community as well as the county and HSU. Current and previous student placements include, California (CA) Children's Services - Glen Paul Medical Therapy Unit; CA Redwood Coast-Humboldt County Airport; Coroner's Office; Humboldt County Correctional Facility; Planning & Building; Probation Department; Juvenile Hall and Regional Facility; Public Works - Fire Safe Council; County Administrative Office and Women Infants and Children (WIC).
Therefore, it is recommended that the Board approves and authorize the CAO to execute the LSA (Attachment I) with HSU for student placements within county departments for the term beginning upon execution by both parties and to remain in full force and effect through December 31, 2025.
FINANCIAL IMPACT:
There is no direct cost to the county. The county will provide in-kind costs such as supervision to these student placements. Humboldt State University will be responsible for all costs associated with the placement of students in county departments.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve this LSA, however this is not recommended as benefits both Humboldt State University students and Humboldt County.
