RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the County Administrative Officer, or a designee thereof, to execute, the attached memorandums of understanding with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue regarding the allocation of Measure Z funding for the period of July 1, 2019 through June 30, 2020, as approved by the Board during the fiscal year 2019-2020 annual Measure Z funding application process;

2.                     Approve, and authorize the County Administrative Officer, or a designee thereof, to execute substantially similar versions of, the attached memorandums of understanding with the City of Rio Dell, Eel River Cleanup Project and Humboldt County Fire Chiefs’ Association regarding the allocation of Measure Z funding for the period of July 1, 2019 through June 30, 2020, as approved by the Board during the fiscal year 2019-2020 annual Measure Z funding application process, after review and approval by County Counsel and Risk Management;

3.                     Authorize the County Administrative Officer, or a designee thereof, to execute any and all subsequent amendments to the attached memorandums of understanding with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, Eel River Cleanup Project, Humboldt County Fire Chiefs’ Association, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue, after review and approval by County Counsel and Risk Management;

4.                     Authorize the County Administrative Officer, or a designee thereof, to execute any and all future memorandums of understanding regarding the allocation of Measure Z funding following the Board’s annual funding recommendations, and any amendments thereto, after review and approval by County Counsel and Risk Management; and

5.                     Receive the attached letter from the Measure Z Citizen Advisory Committee requesting a meeting with a subcommittee of your Board to discuss concerns relating to ongoing funding and allocation trends and provide direction to staff on a response.

DISCUSSION:

Now that the Measure Z allocations have been finalized for fiscal year 2019-2020 the final step in the allocation of these funds is to approve memorandums of understanding (“MOU“) with outside agencies.  Approval of the attached MOUs with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, Eel River Cleanup Project, Humboldt County Fire Chiefs’ Association, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue will allow for the following allocations of Measure Z funding for the period of July 1, 2019 through June 30, 2020, as approved by the Board during the fiscal year 2019-2020 annual Measure Z funding application process:

 

                     The MOU with the City of Arcata has a maximum amount payable of Two Hundred Forty-Seven Thousand Three Hundred Fifty-Seven Dollars ($247,357.00) for the purpose of paying the costs and expenses associated with employing one (1) School Resource Officer and two (2) Juvenile Diversion Counselors to directly serve kindergarten through twelfth (12th) grade students and families in the Third (3rd) and Fifth (5th) Districts of Humboldt County.

 

                     The MOU with the City of Eureka has a maximum amount payable of Two Hundred Ninety Thousand Five Hundred Dollars ($290,500.00) for the purpose of paying the costs and expenses associated with: employing one (1) full-time equivalent, and one (1) part-time, police officer assigned to the Humboldt County Mobile Intervention Support Team, one (1) full-time equivalent sworn waterfront parks ranger, one (1) part-time homeless outreach worker, one (1) part-time homeless services programs supervisor and one (1) part-time homeless services liaison; purchasing law enforcement-related equipment and training services; and facilitating the provision of emergency homeless support services.

 

                     The MOU with the City of Ferndale has a maximum amount payable of Fifty-Eight Thousand Seventy-One Dollars ($58,071.00) for the purpose of paying the costs and expenses associated with purchasing software and services necessary to upgrade the Ferndale Police Department’s current record management system to allow for integration with other Humboldt County law enforcement agencies.

 

                     The MOU with the City of Fortuna has a maximum amount payable of Three Hundred Eleven Thousand Dollars ($311,000.00) for the purpose of paying the costs and expenses associated with assigning one (1) full-time equivalent police officer to the Humboldt County Drug Task Force and one (1) full-time equivalent school resource officer to the elementary and high schools located within the Eel River Valley area of Humboldt County.

 

                     The MOU with the City of Rio Dell has a maximum amount payable of Twenty-Three Thousand Four Hundred Forty-Two Dollars ($23,442.00) for the purpose of paying the costs and expenses associated with assigning one (1) part-time clerical position to the Rio Dell Police Department to support various types of law enforcement, nuisance abatement and code enforcement activities.

 

                     The MOU with the Eel River Cleanup Project has a maximum amount payable of Two Thousand One Hundred Dollars ($2,100.00) for the purpose of covering the costs and expenses associated with paying biweekly dump fees and purchasing equipment, fuel and other supplies needed for trash collection, volunteer recruitment and community outreach.

 

                     The MOU with the Humboldt County Fire Chiefs’ Association has a maximum amount payable of One Million Six Hundred Sixteen Thousand Seven Hundred Ninety-Five Dollars ($1,616,795.00) for the purpose of paying the costs and expenses associated with purchasing fire-related equipment and other necessary supplies, including, without limitation, protective clothing, fire hoses and building materials necessary to construct fire stations and training facilities, compensating certain fire protection districts for the provision of emergency services and providing planning-related services regarding fire district boundaries.

 

                     The MOU with the K’ima:w Medical Center has a maximum amount payable of Two Hundred Fifty-Nine Thousand Eight Dollars ($259,008.00) for the purpose of paying the costs and expenses associated with providing emergency medical services in the eastern portion of Humboldt County.

 

                     The MOU with Redwood Community Radio, Inc. has a maximum amount payable of Thirty-Nine Thousand Three Hundred Forty-Four Dollars ($39,344.00) for the purpose of paying the costs and expenses associated with purchasing radio equipment and services necessary to upgrade its current emergency broadcast system to ensure continuous broadcasts to the greater community during emergencies.

 

                     The MOU with the Orleans Volunteer Fire District has a maximum amount payable of One Hundred Forty Thousand Dollars ($140,000.00) for the purpose of paying the costs and expenses associated with purchasing building materials and construction services necessary to construct a new fire station to provide safe storage for rescue, firefighting and emergency medical service equipment.

 

                     The MOU with Southern Trinity Area Rescue has a maximum amount payable of Sixty-Eight Thousand Eight Hundred Dollars ($68,800.00) for the purpose of paying the costs and expenses associated with employing two (2) paid emergency medical technicians to ensure the provision of emergency medical services to certain rural areas of Humboldt County.

 

Accordingly, staff recommends that the Board approve, and authorize the County Administrative Officer, or a designee thereof, to execute, the attached MOUs with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, Eel River Cleanup Project, Humboldt County Fire Chiefs’ Association, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue regarding the allocation of Measure Z funding for the period of July 1, 2019 through June 30, 2020, as approved by the Board during the fiscal year 2019-2020 annual Measure Z funding application process. 

 

Staff also recommends that the Board authorize the County Administrative Officer, or a designee thereof, to execute any and all subsequent modifications and amendments to the attached MOUs with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, Eel River Cleanup Project, Humboldt County Fire Chiefs’ Association, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue, after review and approval by County Counsel and Risk Management, in order to avoid any unnecessary delays in the allocation of Measure Z funding for fiscal year 2019-2020. 

 

It is also recommended that the Board authorize the County Administrative Officer, or a designee thereof, to execute any and all future MOUs regarding the allocation of Measure Z funding following the Board’s annual funding recommendations, and any amendments thereto, after review and approval by County Counsel and Risk Management, in order to avoid any unnecessary delays in the allocation of Measure Z funding for future fiscal years.

 

Finally, it is recommended that the Board receive the attached letter drafted by Glenn Ziemer, Chair of the Measure Z Citizen’s Advisory Committee  and provide direction to staff regarding a response.  This letter addresses a concern among Committee members towards the dwindling funds available for allocation and the observed trend of salaries taking an increasing portion of the available funds as time goes on.  It requests a meeting with an appointed subcommittee of your Board to discuss the Committee’s concerns.

 

FINANCIAL IMPACT:

The total allocation of Measure Z funds related to the attached MOUs with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, Eel River Cleanup Project, Humboldt County Fire Chiefs’ Association, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue is Three Million Fifty-Six Thousand Four Hundred Seventeen Dollars ($3,056,417.00), which is consistent with the allocation approved by the Board on April 16, 2019.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.

 

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached MOUs with the City of Arcata, City of Eureka, City of Ferndale, City of Fortuna, City of Rio Dell, Eel River Cleanup Project, Humboldt County Fire Chiefs’ Association, K’ima:w Medical Center, Orleans Volunteer Fire District, Redwood Community Radio and Southern Trinity Area Rescue regarding the allocation of Measure Z funding for the period of July 1, 2019 through June 30, 2020, as approved by the Board during the fiscal year 2019-2020 annual Measure Z funding application process.  However, this alternative is not recommended since it will leave the above-referenced agencies without a way to receive the Board approved allocation of Measure Z funding.
