RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contracts, including all change orders approved by the Public Works Department, between Van Meter Logging, Inc., and Humboldt County for construction of Storm Damage Repair to Harris Road (8B020) Post Mile 1.16 and Steelhead Road (8C080) Post Mile 1.00; and

2.                     Approve the final claims for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amounts of $500 for Harris Road and $523.24 for Steelhead Road, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:

On February 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Harris Road Post Mile 1.16 and Steelhead Road Post Mile 1.00, in the Alderpoint area, experienced embankment failures that caused the roadways to fail.

 

On April 16, 2018, the Department of Public Works (Public Works) received funding approval from FEMA to proceed with the Harris Road and Steelhead Road Storm Damage Repair Projects.  Public Works subsequently prepared plans and specifications for the projects based on topographic surveys of the damaged areas that were prepared by the Public Works Survey Crew.  The work consisted of excavating unstable material, constructing a welded wire wall on Harris Road and gabions on Steelhead Road, reconstructing the roadways with aggregate base, and placing sediment and erosion control measures.

 

On May 7, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On June 4, 2019, the county received six (6) bids for the project. The contracts were awarded to Van Meter Logging, Inc., the lowest responsible bidder, on June 25, 2019. The award amount was $199,850, and contract change orders executed during the project decreased the authorized amount for Contract Number 217382 (Harris Road) by $652 and increased the authorized amount for Contract Number 217343 (Steelhead Road) by $1,994.

 

Public Works recommends that the Board of Supervisors accept the completed contracts, including all change orders approved by Public Works for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are $201,192.00. Progress payments totaling $144,520.50 have been paid for Harris Road, and the final claim for payment in the amount of $500 is outstanding.  Progress payments totaling $55,648.26 have been paid for Steelhead Road, and the final claim for payment in the amount of $523.24 is outstanding. These projects were funded through Federal Emergency Management Agency Disaster Funds (75 percent), California Office of Emergency Services (18.75 percent), and the Humboldt County Road Fund (6.25 percent). Construction costs were included in the Fiscal Year 2019-2020 Road Fund Budget; therefore, this project has no impact on the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to accept the project. However, staff does not recommend this alternative because the project has been completed, and the requested Board actions are needed to accept the contract.
