RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Agreement #19-10513 with California Department of Public Health (CDPH) for $340,524 for the term of July 1, 2019 through June 30, 2023;
2. Authorize the Director of Public Health, or designee, to sign four (4) original copies of the agreement and required certifications;
3. Authorize the Director of Public Health, or designee, to sign all amendments and documents directly related to Grant Agreement #19-10513 upon review and approval of County Counsel and Risk Management; and
4. Direct the Clerk of the Board to return one (1) copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit.

DISCUSSION:
The Centers for Disease Control and Prevention (CDC) estimates that over one million Americans are living with HIV and AIDS. Throughout many communities, persons living with HIV or AIDS risk losing their housing due to compounding factors such as increased medical costs and limited incomes or reduced ability to keep working due to AIDS and related illnesses. Stable housing is the cornerstone of HIV/AIDS treatment which allows persons with HIV/AIDS to access comprehensive healthcare and adhere to complex HIV/AIDS drug therapies.
Housing Opportunities for Persons with AIDS (HOPWA) is part of the North Coast AIDS Project (NorCAP), which resides in the Healthy Communities Division of Public Health. The primary goal of the HOPWA program is to assist low-income persons living with HIV/AIDS and their families in maintaining housing stability, avoiding homelessness, and accessing care by providing housing assistance and services. Activities include assistance with rent, mortgage or utility payments, emergency shelter and other essential housing expenses to either maintain housing stability or provide shelter for those experiencing homelessness. The agreement before your Board today will allow DHHS to continue HOPWA services throughout Humboldt County.
This agreement is coming to your Board after the effective date due to late receipt from CDPH.
FINANCIAL IMPACT:
Approval of Grant Agreement #19-10513 with CDPH will allow DHHS - Public Health to be reimbursed up to a maximum of $340,524 in Fund 1175, budget unit 470 - HOPWA NorCAP for the period of July 1, 2019 through June 30, 2023. Funding in the amount of $85,131 was included in the county budget for fiscal year (FY) 2019-20. The remaining funds will be included in the proceeding annual budget cycles in the amount of $85,131 in FY 2020-21 through 2022-23. There is no impact to the General Fund.

Your Board may choose not to approve the recommendations; however, it would result in a loss of both funding and services to the county.
