RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Open the public hearing regarding the installation of a speed hump with a raised crosswalk on Hiller Road at the Hammond Trail crossing in the McKinleyville area, receive public testimony, and close the public hearing; and

2.                     Based upon the public testimony, approve or deny the request for the installation of a speed hump with a raised crosswalk on Hiller Road at the Hammond Trail crossing in the McKinleyville area and waiver of the fee for the Encroachment Permit.

DISCUSSION:

Supervisor Steve Madrone is requesting the approval of a speed hump with a raised crosswalk on Hiller Road at the Hammond Trail crossing in the McKinleyville area (Attachment 3) and waiver of the Encroachment Permit fee of $267.30. Per the Humboldt County Department of Public Works’ (“Department”) Speed Hump Policy, adopted by the Board of Supervisors on July 24, 2007, (Attachment 1) Hiller Road is designated as a road within Arcata Fire Protection District not suitable for speed humps without Board of Supervisor approval.  A petition was not submitted and as such, the petition failed to obtain signatures of at least 66% of the residential dwelling units on the street and adjacent streets that are impacted by the speed hump.  Pursuant to the Speed Hump Policy, the Department is presenting the request for a speed hump to the Board of Supervisors for consideration.

Hiller Road meets all other policy criteria. Specifically, it is a non-arterial two (2) lane road with more than one thousand and two hundred (1200) feet of uninterrupted length between stop signs, no traffic signals, abutted by at least 51% residential property, with a posted speed limit of twenty-five (25) miles per hour.

The Department contacted the California Highway Patrol, City Ambulance, and Arcata Fire District regarding their support for the proposed speed hump. California Highway Patrol and Arcata Fire District have both indicated their support for the proposed speed hump (Attachment 2). City Ambulance did not respond.

 

On October 24, 2019, the Department posted notices at the location where the speed hump is proposed. The notices were posted a minimum of three (3) weeks prior to this meeting in conformance with the speed hump policy.

 

Because the community is funding speed humps, as required by the Speed Hump Policy, Supervisor Madrone is requesting the Encroachment Permit Fee be waived to reduce costs to the community's fund-raising efforts. If approved, it will allow the community to raise the necessary funds in order to construct the project.  Once funding has been secured and the community's contractor submits an application for an Encroachment Permit, the Department will then issue the encroachment permit.

 

The Department supports the location of the proposed speed hump with raised crosswalk. The department's encroachment permit for the speed hump with raised crosswalk will require that the crosswalk be constructed in conformance with ADA requirements.

 

FINANCIAL IMPACT:

The Humboldt County Department of Public Works does not have a program to pay for the installation of speed humps, so the installation of the speed hump with raised crosswalk will need to be funded entirely by the community. Once the speed hump is installed, ongoing maintenance will be performed by the Department through the Road Fund. The cost ($267.30) to prepare the Encroachment Permit, will have to be absorbed by the Roads Fund. This item does not impact the General Fund.
