RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Open the public hearing regarding the installation of a speed hump with a raised crosswalk on Peninsula Drive near the Manila Community Center in the Manila area, receive public testimony, and close the public hearing; and

2.                     Based upon the public testimony, approve or deny the request for the installation of a speed hump with a raised crosswalk on Peninsula Drive near the Manila Community Resource Center.

DISCUSSION:

On February 28, 2019, the Department received a petition for installation of a speed hump with a raised crosswalk on Peninsula Drive near the Manila Community Center campus in the Manila area (Attachment 3). Petitioners included 52% of affected property owner’s verified signatures and eight letters of support from affected businesses and entities.

Per the department's Speed Hump Policy adopted by the Board of Supervisors on July 24, 2007 (Attachment 1), Peninsula Drive is designated as a road within Arcata Fire Protection District not suitable for speed humps without Board of Supervisor approval.  In addition, the petition failed to obtain signatures of at least 66% of the residential dwelling units on the street and adjacent streets that are impacted by the speed hump.  Pursuant to the Speed Hump Policy, the department is presenting the request for a Speed Hump in Manila to the Board of Supervisors for consideration.

Peninsula Drive meets all other policy criteria. Specifically, it is a non-arterial two-lane road with more than one thousand, two hundred (1200) feet of uninterrupted length between stop signs, no traffic signals, abutted by at least 51% residential property, with a posted speed limit of twenty-five (25) miles per hour.

The petitioners have submitted a petition for speed table that contains a total of forty-four (44) signatures (Attachment 2). The petition is summarized as follows:

                     Eight (8) duplicate signatures.

                     Forty-four (44) signatures representing 52% of properties in the immediate area.

                     Signatures representing parties that live outside of the immediate area were not counted.

 

City Ambulance, Samoa Peninsula Fire District, Humboldt Transit Authority, and Arcata Fire District have all indicated their support for the proposed speed hump (Attachment 2).

 

On October 24, 2019, the department posted notices at the location where the speed hump is proposed. The notices were posted a minimum of three (3) weeks prior to this meeting in conformance with the Speed Hump Policy.

 

The department supports the location of the proposed speed hump with raised crosswalk. The department's encroachment permit for the speed hump with raised crosswalk will require that the crosswalk be constructed in conformance with ADA requirements.

 

FINANCIAL IMPACT:

This item does not impact the General Fund. The installation of the speed hump with raised crosswalk is funded entirely by the applicants. Once the speed hump with raised crosswalk is installed, ongoing maintenance will be performed by the department through the Road Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may determine that a speed hump is not appropriate at this location.
