Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Recovery Center, Inc. regarding the provision of residential substance use disorder treatment and counseling services to eligible Humboldt County Residents for the period of Sept. 1, 2019 through June 30, 2020;
2. Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Recovery Center, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Humboldt Recovery Center, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) utilizes a variety of placement options to provide residential treatment and counseling services to Humboldt County residents who have a substance use disorder diagnosis. It is important for DHHS - Mental Health to have a variety of residential substance use disorder treatment options because vacancies and client needs fluctuate.
Humboldt Recovery Center, Inc. operates seven residential treatment facilities located in Eureka, California, which provide a variety of substance use disorder treatment and counseling services, including, without limitation, assessment, group therapy and support, education and referral services. DHHS - Mental Health has previously contracted with Humboldt Recovery Center, Inc. on several occasions. On each occasion, Humboldt Recovery Center, Inc. has demonstrated expertise in providing a full range of substance use disorder treatment and counseling services to eligible Humboldt County Residents.
The attached professional services agreement will allow eligible Humboldt County residents over 18 years of age to receive residential substance use disorder treatment and counseling services from Humboldt Recovery Center, Inc. for the period of Sept. 1, 2019 through June 30, 2020. It should be noted that the attached professional services agreement with Humboldt Recovery Center, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the process of identifying available funding sources.
Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Humboldt Recovery Center, Inc. regarding the provision of residential substance use disorder treatment and counseling services to eligible Humboldt County residents for the period of Sept. 1, 2019 through June 30, 2020. It is also recommended that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Humboldt Recovery Center, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid unnecessary delays in the provision of needed residential substance use disorder treatment and counseling services.
FINANCIAL IMPACT:
The attached professional services agreement with Humboldt Recovery Center, Inc. has a maximum amount payable of $200,000.00 for the period of Sept. 1, 2019 through June 30, 2020. However, in the event federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Humboldt Recovery Center, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with Humboldt Recovery Center, Inc. have been included in the approved fiscal year 2019-20 budget for DHHS - Social Services budget unit 1160-511. Funding for the attached professional services agreement with Humboldt Recovery Center, Inc. is available through Intergovernmental Transfer Funds received by DHHS - Mental Health. As a result, approval of the attached professional services agreement with Humboldt Recovery Center, Inc. will not impact the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of our communities and providing appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Humboldt Recovery Center, Inc. regarding the provision of residential substance use disorder treatment and counseling services to eligible Humboldt County residents. However, this alternative is not recommended since it will not allow DHHS - Mental Health to refer eligible Humboldt County residents to Humboldt Recovery Center, Inc.’s residential substance use disorder treatment facilities.
