RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Alcohol Drug Care Services, Inc. regarding the provision of residential substance use disorder counseling and detoxification services for the period of Sept. 1, 2019 through Feb. 29, 2020;

2.                     Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Alcohol Drug Care Services, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Alcohol Drug Care Services, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) utilizes a variety of placement options to provide residential treatment, counseling and detoxification services to Humboldt County residents who have a substance use disorder diagnosis.  It is important for DHHS - Mental Health to have a variety of residential substance use disorder treatment options because vacancies and client needs fluctuate.

 

Alcohol Drug Care Services, Inc. (ADCS), doing business as Waterfront Recovery Services, operates a residential treatment facility located in Eureka California, which provides a variety of substance use disorder treatment, counseling and detoxification services.  DHHS - Mental Health has previously contracted with ADCS on numerous occasions.  On each occasion, Alcohol Drug Care Services, Inc. has demonstrated expertise in providing a full range of substance use disorder treatment, counseling and detoxification services to eligible Humboldt County residents.

 

The attached professional services agreement will allow eligible Humboldt County residents over 18 years of age to receive residential substance use disorder counseling and detoxification services from ADCS for the period of Sept. 1, 2019 through Feb. 29, 2020.  It should be noted that the professional services agreement with ADCS comes to the Board after the start date thereof due to inadvertent delays that occurred during the process of identifying available funding sources. 

 

Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with ADCS regarding the provision of residential substance use disorder counseling and detoxification services to eligible Humboldt County residents for the period of Sept. 1, 2019 through Feb. 29, 2020.  It is also recommended that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with ADCS after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed residential substance use disorder counseling and detoxification services.

 

FINANCIAL IMPACT:

The attached professional services agreement with ADCS has a maximum amount payable of $260,000.00 for the period of Sept. 1, 2019 through Feb. 29, 2020.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with ADCS in its entirety.  

 

Expenditure appropriations related to the attached professional services agreement with ADCS have been included in the approved fiscal year 2019-20 budget for DHHS - Social Services budget unit 1160-511.  Funding for the attached professional services agreement with ADCS is available through Intergovernmental Transfer Funds received by DHHS - Mental Health.  As a result, approval of the attached professional services agreement with ADCS will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of our communities and providing appropriate levels of services.

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with ADCS regarding the provision of residential substance use disorder counseling and detoxification services.  However, this alternative is not recommended since it will not allow DHHS - Mental Health to refer eligible Humboldt County residents to ADCS’ residential substance use disorder treatment facility.
