Recommendation

That the Board of Supervisors:

1.                     Receive and ratify the Memorandum of Understanding (MOU) between the Humboldt County Workforce Development Board (HC-WDB) and America’s Job Center of California (AJCC) partners.

DISCUSSION:

In July 2014, the United States Congress passed and President Obama signed the Workforce Innovation and Opportunity Act (WIOA).   The WIOA is an amendment to the Workforce Investment Act of 1998.  It is a requirement under WIOA to have formal agreements, or MOU’s with AJCC Operators. 

 

On January 19, 2016 your board approved a three-agency consortium; College of the Redwoods (CR), Redwood Community Action Agency (RCAA) and Department of Health and Human Services/Employment Training Division (DHHS-ETD), to operate the AJCC.  As of June 30, 2018 DHHS-ETD will no longer act as an operator.  A Request for Proposals (RFP) was released on June 11, 2018 in order to procure an AJCC Operator to replace DHHS-ETD.  Pursuant to WIOA legislation, only current AJCC partners are able to apply.  One responsive proposal was received from Smart Business Resource Center (SMART).  The HC-WDB Executive Committee voted unanimously at their June 27, 2018 meeting to recommend to your Board to appoint Smart Business Resource Center as the third operator to the AJCC Consortium.  On July 24, 2018 your board voted to approve this contract.  This MOU is a result of your Board’s designation. 

 

The HC-WDB will maintain responsibility for oversight of all activities that fall under the AJCC MOU.  This will include the development of reports, review of MOU every two years, and ongoing oversight for the AJCC operations.  This AJCC Operator MOU will become effective upon execution by all parties and shall remain in effect until June 30, 2022.

 

 

 

FINANCIAL IMPACT:

The total budget amount of workforce funds is $3,757,631.65.  This is combined funds from the federal WIOA allocation and state grants from the Employment Development Department (EDD).  The amount of funds allocated to each operator for Fiscal Year 2019-2020 is:

RCAA- $61,217.00

SMART-$242,624.00

CR-$18,980.00.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve this MOU, however that is not recommended as it may result in a loss of an operator that provides much needed services to community members with significant barriers to employment.  Additionally, not approving this MOU could result in loss of funds to operate the AJCC.
