Recommendation
That the Board of Supervisors:
1. Ratify the resolution proclaiming the existence of a local emergency caused by culvert failure on Briceland Thorn Road (Attachment 1).

DISCUSSION:
Culvert failure damage has occurred at Briceland Thorn Road, Mile Marker 11.20 in the John B. Dewitt Redwoods California State Natural Reserve Park. This failure could cause an immediate road closure. The subsequent road closure would divert thousands of residents that this road services daily. Utilizing an existing alternative route would cause public safety personnel a 40-minute delay and would require them to navigate a one lane gravel road through steep hill country outside of Garberville and Redway. In the event an immediate road closure occurs, it would result in a life safety issue for the residents in this area.

Humboldt County Public Works is establishing a plan to detour traffic around the point of failure before such time that an immediate road closure occurs. The identified detour route is on Old Briceland Road and would require extensive maintenance and repair as well as employing flagging personnel and pilot vehicles. This emergency declaration is necessary to pave the way for the county to immediately start this necessary repair work for the detour route.

FINANCIAL IMPACT:
The county is currently working with the California State Parks to fix the damaged culvert before catastrophic failure of an immediate road closure. California State Parks are responsible for this emergency road repair in the State Park. The initial estimate of the cost for the detour on Old Briceland Road is over $400,000.
