RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the supplemental budget depicted below and direct the Auditor-Controller to Perform the budget adjustment for the Capital Projects budget Unit (BU) (4/5 vote required).

DISCUSSION:

The repairs to the Eureka Veterans Building after the 2010 earthquake has inspired community discussion over the repair and maintenance of other Veterans building locations. The Ferndale Veterans Building has been identified as one facility with repairs in immediate need of address.

 

The exterior Ferndale Veterans Building has deteriorated and needs to be painted. Multiple windows at the main hall of the building leak during rain events, especially with wind-driven rain. Both the deteriorated paint and the window seals contribute to ongoing water filtration issues at the facility.

 

The current paint is lead based and the existing window putty contains asbestos, which will require appropriate abatement and managing.

 

The entire scope of work of the project will include miscellaneous carpentry, flashing and sealing at existing windows, as well as exterior painting of the facility.

 

The timeline of the entirety of the project is estimated to be completed by winter to resolve the issues with the water infiltration before the rainy season to avoid any further disrepair to the facility.

 

 

FINANCIAL IMPACT:

Total project costs for the Ferndale Veterans Building are estimated to be $54,000 for painting and $6,000 for window repair for a total of $60,000. The funding for painting and window repair will be provided by fund 3464- Deferred Maintenance Trust.

This action supports your Board’s Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could elect to not to approve this supplemental budget request however this not recommended because Public Works will not be able to proceed with this project and without repairs the Ferndale Veterans Building could fall into further disrepair.
