RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Alderpoint Road Post Mile 0.22 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, December 17, 2019, at 2:00 p.m.

DISCUSSION:
On February 21, 2019, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Alderpoint Road Post Mile 0.22, in the Garberville area of southern Humboldt County, experienced an embankment failure which closed one (1) lane of the eastbound roadway. Currently, the roadway is limited to one (1) lane with stop control traffic at a location that experiences a moderate volume of vehicles.

On October 10, 2019, the Humboldt County Department of Public Works ("Public Works") received Federal Highway Administration funding approval to proceed with the Alderpoint Road Post Mile 0.22 Storm Damage Repair Project. Mark Thomas and Company subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company and geotechnical study prepared by Crawford and Associates. The work proposed in the attached plans and specifications consists of constructing a soldier pile wall and drainage features, installing a guardrail, reconstructing the roadway with aggregate base, placing hot mix asphalt and installing sediment and erosion control items.
