RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve a supplemental budget request in the amount of $39,055 in Budget Unit 3644-265 Humboldt County Drug Task Force (DTF) for Fiscal Year 2019-20 for the purchase of an out-of-service patrol car, a TruNarc machine, and a drone for use by the DTF (Attachment 1) (4/5 vote required).

DISCUSSION:

The Humboldt County Drug Task Force (DTF) is a multi-jurisdictional unit that has been in existence for over 20 years. The DTF is comprised of local law enforcement agencies that dedicate staff to combat mid to major level narcotic offenders in all jurisdictional boundaries of the county. Operating costs for DTF is supported through state and federal asset forfeiture revenues.

 

The DTF has identified equipment that is needed to enhance operations. On Sept. 11, 2019 the DTF Executive Board approved the Sheriff’s Office to request a supplemental budget to be used for the following purchases:

                     $30,055 for the purchase of a TruNarc handheld narcotics analyzer, including a 3-year extended warranty.

                     Up to $3,000 for any costs incurred by county IT for necessary computer support for the Tru Narc machine.

                     $3,000 for the purchase of an out-of-service Crown Victorian patrol car from county Motor Pool.

                     Up to $3,000 for the purchase of a drone.

 

FINANCIAL IMPACT:

A supplemental budget adjustment in the amount of $39,055 for the equipment outlined in the discussion is requested.  Funds to cover the unbudgeted expense will be transferred from fund 3644 - SIB Drug Task Force Operating Expenses. The DTF Executive Committee strives to maintain a 3-year operating budget reserve estimated at $200,000 per year for a total of $600,000 at all times in the operating trust 3644. As of Sept. 30, 2019, the balance of Fund 3644 is $644,438.55 and a balance $605,383.55 will remain in the trust once the adjustment is made. There is no impact to the county General Fund for this request.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the request to approve the supplemental budget and not allow the DTF to purchase the identified equipment needed to enhance operations. However, this is not recommended as it would impede the DTF’s ability to successfully combat mid to major level narcotic offenders in all jurisdictional boundaries of the county.
