RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and ratify the Humboldt County Public Works Director’s execution of, the attached vegetation removal services agreement with the California Conservation Corps regarding the removal of vegetation from property within the County of Humboldt’s easement parallel to the lower end of Crannell Road during the period of September 30, 2019, through June 30, 2020.

Body

SOURCE OF FUNDING

Public Works Road Fund (1200)

DISCUSSION:

Crannell Road is surrounded by wet marshland which is one of the most difficult environments to work in due to the inability to use heavy equipment of any kind.  Currently drainage for the lower end of Crannel Road is plugged by vegetation which is causing flooding of the surrounding property.  Preventative maintenance is required to remove the vegetation to prevent future flooding during the coming rainy season.

The attached vegetation removal services agreement will allow the California Conservation Corps to assist the Humboldt County Department of Public Works (“Public Works”) in removing vegetation from property within the county’s easement parallel to the lower end of Crannell Road in order to increase drainage in a historically flood prone area.  It should be noted that the attached vegetation removal services agreement with the California Conservation Corps was executed by the Public Works Director on October 1, 2019, in order to avoid any unnecessary delays in the provision of needed vegetation removal services.

Accordingly, Public Works recommends that the Board approve, and ratify the Public Works Director’s execution of the attached vegetation removal services agreement with the California Conservation Corps regarding the removal of vegetation from property within the County of Humboldt’s easement parallel to the lower end of Crannell Road during the period of September 30, 2019, through June 30, 2020.

FINANCIAL IMPACT:

The attached vegetation removal services agreement with the California Conservation Corps has a maximum amount payable of Ninety-Two Thousand One Hundred Sixty Dollars ($92,160.00) for the period of September 30, 2019, through June 30, 2020.  Expenditure appropriations related to the attached vegetation removal services agreement with the California Conservation Corps have been included in the approved fiscal year 2019-2020 budget for Public Works Road Fund - Roads Maintenance budget unit 1200-325.  As a result, approval of the attached vegetation removal services agreement with the California Conservation Corps will not impact the Humboldt County General Fund.

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

OTHER AGENCY INVOLVEMENT:

None

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to approve, and ratify the prior execution of, the attached vegetation removal services agreement with the California Conservation Corps regarding the removal of vegetation from property within the County of Humboldt’s easement parallel to the lower end of Crannell Road.  However, this alternative is not recommended as preventative maintenance is required to prevent increased flooding during the coming rainy season.
