RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review and modify as necessary the proposed responses to the Civil Grand Jury on behalf of the Board of Supervisors with supporting documentation (Attachments 2 and 4);
2. Approve the documents, as may be modified, as the response;
3. Direct the Clerk of the Board, within 5 working days, to submit the final response with an accompanying Board Order to the 2018-19 Civil Grand Jury and the Presiding Judge of the Superior Court; and
4. Direct the Clerk of the Board, within 5 working days, to submit two copies of all responses to the County Clerk/Recorder, one of which will be forwarded to the State Archivist, together with a copy of the original report.

DISCUSSION:
The Civil Grand Jury investigates and reports on the operations, accounts, and records of the officers, departments, or functions of certain public agencies within Humboldt County. The county thanks the Civil Grand Jury for their hard work and efforts that they have put forth in their 2018-19 reports.
The Civil Grand Jury has submitted five reports to the Presiding Judge of the Superior Court. Each department head or agency mentioned in the report is required to respond. On Oct. 1, 2019 your Board heard a presentation with subsequent discussion on each proposed response. Your Board directed staff to return with specific modifications to, “Like, Home? There’s No Place” and “Mis-Fortunes of Humboldt County,” on Tuesday, Oct. 8. Specifically, staff was directed to bring the “Mis-Fortunes” report back to your Board after reviewing the Auditor’s feedback, and based on your Board’s discussion staff was to give particular consideration around updating responses to Finding 3 and Recommendation 9. Additional direction was to change responses to Recommendations 5 and 7 in “Like Home? There’s No Place.”
Regarding the “Mis-Fortunes” response, the following changes have been made:
• Finding 3 has been changed from “Disagree” to “Partially Agree.” Additional detail regarding the addition of trust funds into the budget have been included in this response.
• The explanation on Recommendation 5 has been updated to reflect changes to file access that have been made that are more reflective of the Grand Jury’s recommendation.
• Recommendation 9 has been changed to from “…will be implemented” to “…has been implemented.” Additional detail regarding a presentation and discussion on the cost plan attended by county staff has been included in this response.
Regarding “Like, Home? There’s No Place,” staff have made the following changes:
• Recommendation 5 has been changed from “…will not be implemented” to “will be implemented.” Additional detail has been provided describing the Board’s desire to revisit the subject resolution.
• Recommendation 7 has been changed from “…requires further analysis” to “…will be implemented where feasible.”
FINANCIAL IMPACT:
There is no financial impact related to providing a response. Some individual responses may require expenditures.
