RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached agreement between County of Humboldt Department of Health and Human Services (DHHS) - Child Welfare Services and Progress House for providing inpatient and outpatient residential drug treatment services to youth and adult clients in an amount not to exceed $150,000;

2.                     Approve, and authorize the DHHS - Child Welfare Services Director to execute any and all amendments to this agreement for the period of July 1, 2019 to June 30, 2020 that do not increase the not to exceed amount after review and approval by County Counsel and Risk Management; and

3.                     Direct the Clerk of the Board to route the fully executed agreement to DHHS - Contract Unit for further processing.

DISCUSSION:

Department of Health and Human Services- Child Welfare Services (DHHS-CWS) uses the System of Care (SOC) approach with clients. The SOC approach entails a holistic approach to serving children and families including, without limitation, the following: a county wide public/private structure of agencies working together to create sustainable, beneficial and coordinated mental health services; connecting clients with community-based services and supports for families; providing individualized services in accordance with the unique needs of each client; ensuring services and supports are evidence-informed; and providing developmentally appropriate mental health services and supports.

 

The agreement with Progress House will assist DHHS-CWS with providing inpatient and outpatient drug treatment services. These services are essential in providing effective strategies for parents, youth, and children to achieve: safety, permanency, and well-being. This is one of several vendors used to fill this programmatic need.

 

With the execution of this agreement between the DHHS-CWS and Progress House, DHHS - CWS will be able to provide necessary inpatient and outpatient services to clients.  As outlined in Exhibit A: Scope of Service, the county will request Progress House representative be available by phone or in person for child family team meetings at a minimum of one per client. Monthly written documentation of client’s progress and coordinated outpatient / aftercare planning.

 

FINANCIAL IMPACT:

The costs associated with the Progress House agreement for the period of July 1, 2019 through June 30, 2020 reside in Fund 1160, Budget Unit 508 - Child Welfare Services (CWS) and Fund 1160, Budget Unit 505 - California Work Opportunities and Responsibility to Kids (CalWORKs). The maximum amount payable under the terms of this agreement shall not exceed One Hundred Fifty Thousand Dollars ($150,000). The anticipated costs under the terms of this agreement have been budgeted for Fiscal Year 2019-2020 and are primarily funded as follows:

 

                     2011 Realignment - Funds are comprised of set portions of state sales tax and vehicle license fees.

                     Federal Title IV-E - Funds come through U.S. Dept. of Health & Human Services.

                     CalWORKs - Funds are comprised of Federal Temporary Assistance for Needy Families (TANF), State General Fund and a county Maintenance of Effort (MOE). The MOE requirement is approximately 0.06% of the total CalWORKs yearly allocation.

 

There will be no impact to the county general fund.
