RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached agreement between County of Humboldt Department of Health and Human Services (DHHS) - Child Welfare Services and Progress House for providing inpatient and outpatient residential drug treatment services to youth and adult clients in an amount not to exceed $150,000;
2. Approve, and authorize the DHHS - Child Welfare Services Director to execute any and all amendments to this agreement for the period of July 1, 2019 to June 30, 2020 that do not increase the not to exceed amount after review and approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to route the fully executed agreement to DHHS - Contract Unit for further processing.

DISCUSSION:
Department of Health and Human Services- Child Welfare Services (DHHS-CWS) uses the System of Care (SOC) approach with clients. The SOC approach entails a holistic approach to serving children and families including, without limitation, the following: a county wide public/private structure of agencies working together to create sustainable, beneficial and coordinated mental health services; connecting clients with community-based services and supports for families; providing individualized services in accordance with the unique needs of each client; ensuring services and supports are evidence-informed; and providing developmentally appropriate mental health services and supports.
