RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute, the attached memorandum of understanding with Health Management Associates, Inc. regarding Humboldt County Department of Health and Human Services - Mental Health's participation in the California Medication Assisted Treatment Expansion Project for the period of April 1, 2019 through Sept. 30, 2020; and
2. Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with Health Management Associates, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
In 2017, Humboldt County had the second highest per capita overdose rate among California counties. Medication assisted treatment in correctional settings has been proven to lower mortality rates upon the release of former detainees. The provision of medication assistance in the Humboldt County Correctional Facility will support the continuity of care, and decrease withdrawal experiences, of detainees with opioid use disorder.
