RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Agreement between County of Humboldt and Alcohol and Drug Care Services (ADCS) for residential drug and alcohol treatment and residential drug and alcohol detoxification services in an amount not to exceed $250,000;
2. Approve the Agreement between County of Humboldt and Humboldt Recovery Center (HRC) for residential drug and alcohol treatment, residential drug and alcohol detoxification and transitional housing for recent program graduates in an amount not to exceed $500,000;
3. Approve the Agreement between County of Humboldt and North Coast Substance Abuse Council (NCSAC) for residential drug and alcohol treatment and residential drug and alcohol detoxification services in an amount not to exceed $300,000; and
4. Direct the Clerk of the Board to return two executed original agreements for each of the three Substance Use Disorder (SUD) providers to the Probation Department, attention: Ellisha Hardison, Legal Office Business Manager.

DISCUSSION:
In a given year, slightly more than 10% of adult felony offenders on supervised probation are placed in a residential substance use disorder program. More than half of these offenders have been assessed as posing a high level of risk for reoffending. Offenders who pose a moderate level of risk and a smaller number of offenders who pose a low level of risk for reoffending are also placed in residential treatment each year.
Regardless of their risk level, these offenders have been identified as having a substance use disorder that directly contributed to the crime for which they are on probation, and/or are found to have an ongoing addiction which is likely to contribute to future criminality and stand in the way of the offender achieving pro-social goals such as gaining employment or housing. Many of these offenders are addicted to multiple substances and their addictions have affected their health, family ties, and ability to positively contribute to the community. Their addictions often result in an increased need for a variety of services in addition to substance use disorder treatment, such as increased visits to the emergency room and increased police contacts.
The majority of offenders placed in residential substance use disorder programs have been sentenced to a jail term but are eligible for an expedited release should they be released to a residential treatment program. Offenders who successfully complete substance use disorder treatment should have increased protective factors and a decreased likelihood to reoffend, thereby lessening their impact on multiple systems within our community. In this way, enabling offenders with a need and willingness for substance use disorder treatment to access residential treatment also helps to mitigate overcrowding at the Humboldt County Correctional Facility.
FINANCIAL IMPACT:
The Humboldt County Community Corrections Partnership voted in items on Feb. 15, 2012, April 4, 2012 and Aug. 20, 2014 to augment residential treatment services. Funds have already been allocated into the fiscal year 2019-20 budget (budget unit 1100-235) for this purpose, making no supplemental budget required. Additionally, it is anticipated that these may become Drug Medi-Cal (DMC) certified facilities in the next year, which has the potential to greatly reduce the need for these funds. Due to the ambiguity surrounding that process, these contracts have been limited to a 1-year term to allow the county to reassess the need for this funding when more information is available. This action will have no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may elect not to approve these contracts which would make the County Probation Department unable to refer offenders or provide this subsidy, however that is not recommended. As outlined in the discussion section of this item, offenders with substance abuse disorders are more likely to reoffend, thereby contributing to jail overcrowding and are less likely to obtain stabilizing factors like employment and housing.
