RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the completed contract, including all change orders approved by the Public Works Department between McCullough Construction, Inc., and Humboldt County for construction of the Williams Creek Bridge Replacement on Grizzly Bluff Road; and

2.                     Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $5,231.32, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:

This project replaced the existing bridge on Grizzly Bluff Road at Williams Creek, approximately one-half mile east of the City of Ferndale, California. The original bridge was constructed in 1920, providing access across Williams Creek for farmers and residents traveling between Rio Dell and Ferndale. The original forty (40) foot long, single-span, concrete T-beam structure with concrete abutments had extensive cracking in the abutments, wing-walls, and railing due to settlement and errant vehicles, making it eligible for replacement as indicated in the bridge inspection report prepared by the California Department of Transportation on August 24, 2011.

 

On January 9, 2018, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On February 13, 2018, the county received five (5) bids for the project. The contract was awarded to McCullough Construction, Inc., the lowest responsible bidder, on February 27, 2018. The award amount was $1,854,575.20, and contract change orders executed during the project increased the authorized contract amount by $147,233.41.

 

The Department of Public Works recommends that the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department for this project, and approve the final claim for payment.

 

FINANCIAL IMPACT:

Total construction costs for this project are $2,001,808.61. Progress payments totaling $1,996,577.29 have been paid, and the final claim for payment in the amount of $5,231.32 is outstanding. This project was funded through the Federal Highway Administration Highway Bridge Program, which provided 88.53 percent of funding. The county road fund covered the remaining 11.47 percent of project costs. Construction costs were included in the Fiscal Year 2019-20 Road Fund Budget; therefore, this project has no impact on the General Fund.
