RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize execution of, the attached collaboratively advised fund agreement between the Humboldt Area Foundation and the Human Rights Commission regarding administration of the Humboldt County Human Rights Human Trafficking Fund.

DISCUSSION:
On June 25, 2019, the Board approved a one-time allocation of Twenty-One Thousand One Hundred Forty-Five Dollars ($21,145.00) in order to support local organizations, groups and individuals addressing human trafficking issues. The attached collaboratively advised fund agreement sets forth the terms and conditions under which the Humboldt Area Foundation will administer the Humboldt County Human Rights Human Trafficking Fund.

Accordingly, staff recommends that the Board approve, and authorize the Human Rights Commission to execute, the attached collaboratively advised fund agreement.

FINANCIAL IMPACT:
The total cost of the establishment and administration of the Humboldt County Human Rights Human Trafficking Fund is Twenty-One Thousand One Hundred Forty-Five Dollars ($21,145.00), which will come from the county General Fund. There is sufficient appropriation in the current fiscal year 2019-2020 General Fund budget to accommodate this request.

STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors' Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.
