RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding the provision of service integration lead services for The Center at McKinleyville and preparation for same for fiscal year 2019-20 in an amount not to exceed $241,872; and

2.                     Direct the Clerk of the Board to route the fully executed attached professional services agreement to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On Nov. 6, 2018 (C-23), the Board approved the lease for Department of Health and Human Services (DHHS) for One Stop Access to Program Services in McKinleyville, known as The Center at McKinleyville (The Center) and located at 1615 Heartwood Drive in McKinleyville.  The build-to-suit project broke ground April 15, construction is well underway and The Center is anticipated to be ready for occupancy in late fall 2019.  The McKinleyville Community DBA McKinleyville Family Resource Center (MFRC) has been the lead organization in preparing for the integrated and collaborative project.  

 

The attached professional services agreement will authorize MFRC to continue activities in preparation for occupancy at The Center and to assume its duties once The Center is occupied.  Main areas of responsibility of the MFRC include hospitality (front reception, baseline cleanliness and safety), community engagement (community meetings and community-led programming), cross agency collaboration (form a Center Partnership Committee that will make executive decisions about short-and long term issues), training, and evaluation. 

 

The Center at McKinleyville is a product of intense collaboration between MFRC, DHHS, the North Coast Regional Department of Social Services, Open Door Community Health Centers, Trinidad Rancheria Social Services and other partners, and when opened will be a model for service delivery and regionalization. MFRC is a critical partner on ensuring the efforts prior, during and after opening are effective and serve the community well.  The agreement will ensure that MFRC has the capacity and resources to continue implementation activities and successfully open The Center to well serve Northern Humboldt.   Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute the attached professional services agreement with McKinleyville Community Collaborative.

 

This agreement comes before your Board late due to planning and negotiating activities that were affected by the start of construction.

 

FINANCIAL IMPACT:

The attached professional services agreement with McKinleyville Community Collaborative has a maximum amount payable of $241,872.  Expenditure appropriations related to the attached professional services agreement have been included in the proposed fiscal year 2019-20 budget for Department of Health and Human Services - Social Services fund 1160, budget unit 511. There is no specific funding source as total cost will vary between all Social Services funding sources from quarter to quarter depending on the county Expense Claim.  Approval of the attached professional services agreement will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the attached professional services agreement with McKinleyville Community Collaborative regarding the provision of service integration lead services for fiscal year 2019-20.  This alternative is not recommended since it would limit the provision of decentralized services in Humboldt County.
