Recommendation
That the Board of Supervisors:
1. Approve the attached supplemental budget request for the County Library budget unit 1500-621 in the amount of $21,118 in fiscal year (FY) 2019-20 (4/5 vote required).

DISCUSSION:
In FY 2018-19 the Library received donations from the Humboldt Library Foundation, Pat Smith Memorial Fund, Kiwanis, and Flying Blue Dog Farm to purchase books, movies, and toys for the Juvenile Collections. Due to delays in ordering the required materials, $21,118 remains unspent and is currently held in the Library’s fund balance. In order to utilize the donations as intended, the Library is requesting approval of a supplemental budget in FY 2019-20 in the amount of $21,118.
FINANCIAL IMPACT:
$21,118 will be budgeted to purchase items for the library’s Juvenile Collections. These funds were received in FY 2018-19 but remain unspent and held in Library’s fund balance. There is no impact on the County’s General Fund.
STRATEGIC FRAMEWORK:
This action supports your board’s strategic framework by facilitating the establishment of local revenue sources to address local needs, facilitating public/private partnerships to solve problems and engaging new partners.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve this supplemental budget. This is not recommended as the donations were received specifically to purchase items for the Library’s Juvenile Collections.
