RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals received for the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project;
2. Award the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project to William Gray Construction for the total amount of Two Hundred Forty-Nine Thousand Nine Hundred Sixteen Dollars ($249,916.00);
3. Approve, and authorize the Chair of the Board to execute, the attached construction agreement with William Gray Construction upon submittal of the appropriate bonds and insurance; and
4. Direct the Auditor-Controller to establish new object codes 1200321-0343 Wilder Ridge P.M. 5.33 and 1200321-0344 Wilder Ridge P.M. 5.70 and transfer Three Hundred Twelve Thousand Five Hundred Dollars ($312,500.00) from 1200321-2118 to the new object codes per the attached appropriation transfer.

DISCUSSION:
On June 18, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project for bids. On July 23, 2019, the county received five (5) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals received for the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project; award the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project to William Gray Construction for the total amount of Two Hundred Forty-Nine Thousand Nine Hundred Sixteen Dollars ($249,916.00); approve, and authorize the Chair of the Board to execute, the attached construction agreement with William Gray Construction upon submittal of the appropriate bonds and insurance; and establish new object codes 1200321-0343 Wilder Ridge P.M. 5.33 and 1200321-0344 Wilder Ridge P.M. 5.70 and transfer a total of Three Hundred Twelve Thousand Five Hundred Dollars ($312,500.00) from 1200321-2118 to the new object codes per the attached appropriation transfer.
FINANCIAL IMPACT:
The Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project is being funded by Federal Emergency Management Agency Disaster Funds (75 percent), California Office of Emergency Services (18.75 percent), and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the construction contract is Three Hundred Sixteen Thousand Seven Hundred Dollars ($316,700.00). The total project cost is estimated at Three Hundred Twelve Thousand Five Hundred Dollars ($312,500.00).
Expenditure appropriations relating to completion of the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project were included in the approved fiscal year 2019-2020 budget for Road Fund budget unit 1200321-2118 Professional Services. As a result, the recommended actions currently before the Board will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Wilder Ridge Road (C5B010) Post Mile 5.33 and Post Mile 5.70 Storm Damage Repair Project to William Gray Construction. However, this alternative is not recommended because the project will stabilize and reconstruct the failed roadways using funds that would not otherwise be available to the county.
