RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services for the period of July 1, 2019 through June 30, 2020;

2.                     Authorize the Department of Health and Human Services - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Substance Abuse Council, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with North Coast Substance Abuse Council, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Mental Health (DHHS - Mental Health) utilizes a variety of placement options to provide residential treatment, counseling and detoxification services to Humboldt County residents who have been diagnosed with alcohol and/or other substance-related disorders.  It is important for DHHS - Mental Health to have a variety of residential substance use disorder treatment options because vacancies and client needs fluctuate.

 

North Coast Substance Abuse Council, Inc. operates a residential treatment facility located in Eureka, California, which provides a variety of substance use disorder treatment and counseling services, including, without limitation, assessment, group therapy and support, and education and referral services.  DHHS - Mental Health has previously contracted with North Coast Substance Abuse Council, Inc. on numerous occasions.  On each occasion, North Coast Substance Abuse Council, Inc. has demonstrated expertise in providing a full range of substance use disorder treatment and counseling services to eligible Humboldt County residents.

 

The attached professional services agreement will allow eligible Humboldt County residents over 18 years of age to receive residential substance use disorder treatment and counseling services from North Coast Substance Abuse Council, Inc. for the period of July 1, 2019 through June 30, 2020.  The attached professional services agreement with North Coast Substance Abuse Council, Inc. may be terminated in its entirety should the County of Humboldt implement the Drug Medi-Cal Organized Delivery System during the term thereof.  It should be noted that the attached professional services agreement with North Coast Substance Abuse Council, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract negotiation process.

 

Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services for the period of July 1, 2019 through June 30, 2020.  It is also recommended that the Board authorize the DHHS - Mental Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with North Coast Substance Abuse Council, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid unnecessary delays in the provision of needed residential substance use disorder treatment and counseling services.

 

FINANCIAL IMPACT:

The attached professional services agreement with North Coast Substance Abuse Council, Inc. has a maximum amount payable of $75,106.00 for the period of July 1, 2019 through June 30, 2020.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with North Coast Substance Abuse Council, Inc. in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with North Coast Substance Abuse Council, Inc. have been included in the approved fiscal year 2019-20 budget for DHHS - Substance Use Disorder budget unit 1180-425.  Funding for the attached professional services agreement with North Coast Substance Abuse Council, Inc. is available through federal substance abuse prevention and treatment block grant funds received by DHHS - Mental Health.   As a result, approval of the attached professional services agreement with North Coast Substance Abuse Council, Inc. will not impact the Humboldt County General Fund. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, improving the safety and health of our communities and providing appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with North Coast Substance Abuse Council, Inc. regarding the provision of residential substance use disorder treatment and counseling services.  However, this alternative is not recommended since it will not allow DHHS - Mental Health to refer eligible Humboldt County residents to North Coast Substance Abuse Council’s residential substance use disorder treatment facility.
