RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the subtenant agreement retro-actively to June 27, 2019 between the County of Humboldt and Long Prairie Gun and Archery Club (LPGAC) for use of their facility for range training; and
2. Authorize the Chair of the Board of Supervisors to sign the subtenant agreement and all amendments, extensions, revisions, or termination of the agreement; and
3. Direct the Clerk of the Board to return three fully executed subtenant agreements to the Public Works Real Property Division for transmittal to LPGAC.

DISCUSSION:
The county is responsible for providing a premise where training takes place to maintain proficiency requirements that peace officers are required to qualify with firearms assigned or available to them. To meet that requirement, the county is interested in entering into an agreement with LPGAC for Humboldt County Sheriff's Office (HCSO) personnel to use their facility. The LPGAC facility is located on leased property owned by Green Diamond Resource Company and is considered the best available option for training to take place.

The previous lease expired on Dec. 31, 2017. The new contract will begin on June 27, 2019 and expire on Dec. 31, 2019. HCSO agrees to comply with the terms of the sublease, obtain their own key and cost of the key, and schedule their own use of the premise. The contract requires HCSO to pay on a quarterly basis $5 per person per day of use, with a minimum daily use fee of $50.

FINANCIAL IMPACT:
HCSO will use the range on average twice per year with 50 attendees per training. The projected annual cost is $500. There is sufficient funding in budget unit 1100-221 Sheriff's Operations for this...
