Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept an allocation of noncompetitive funding made available through the California Department of Housing and Community Development’s No Place Like Home Program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On Aug. 15, 2018, the California Department of Housing and Community Development (HCD) issued an amended Notice of Funding Availability (NOFA) regarding the allocation of noncompetitive funding under the No Place Like Home (NPLH) Program. Pursuant to the above-referenced NOFA, as amended on Oct. 30, 2018, each county in the State of California has been allocated a specific amount of noncompetitive NPLH Program funds for the development of permanent supportive rental housing for people living with a serious mental illness who are homeless, chronically homeless or at-risk of chronic homelessness.
Based on its proportional share of the state’s homeless population, as measured by the United States Department of Housing and Urban Development’s most recent published unsheltered and sheltered Point-In-Time Count, the County of Humboldt has been allocated $1,054,690.00 in noncompetitive NPLH Program funding. In order to receive such funding, the County of Humboldt County must submit a Noncompetitive Allocation Acceptance Form, which includes a resolution authorizing the execution and delivery of a State of California Standard Agreement and any other documents deemed necessary to accept noncompetitive NPLH Program funds, to HCD by Aug. 15, 2019.
Accordingly, staff recommends that the Board adopt the attached resolution authorizing the Humboldt County Department of Health and Human Services (DHHS) Director, or a designee thereof, to accept the allocation of noncompetitive NPLH Program funding made available by HCD.
FINANCIAL IMPACT:
As noted above, the County of Humboldt has been allocated $1,054,690 in noncompetitive NPLH Program funding. Acceptance of the noncompetitive NPLH Program funding made available by HCD will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and protecting vulnerable populations.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached resolution authorizing the DHHS Director, or a designee thereof, to accept the allocation of noncompetitive NPLH Program funding made available by HCD. However, this alternative is not recommended since it would not allow the County of Humboldt to receive funding that would be used to support persons experiencing homelessness.
