RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to accept an allocation of noncompetitive funding made available through the California Department of Housing and Community Development's No Place Like Home Program; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On Aug. 15, 2018, the California Department of Housing and Community Development (HCD) issued an amended Notice of Funding Availability (NOFA) regarding the allocation of noncompetitive funding under the No Place Like Home (NPLH) Program. Pursuant to the above-referenced NOFA, as amended on Oct. 30, 2018, each county in the State of California has been allocated a specific amount of noncompetitive NPLH Program funds for the development of permanent supportive rental housing for people living with a serious mental illness who are homeless, chronically homeless or at-risk of chronic homelessness.
Based on its proportional share of the state's homeless population, as measured by the United States Department of Housing and Urban Development's most recent published unsheltered and sheltered Point-In-Time Count, the County of Humboldt has been allocated $1,054,690.00 in noncompetitive NPLH Program funding.
