That the Board of Supervisors:

1.                     Appoint John Reeves to represent Humboldt County on the Partnership HealthPlan of California Board of Commissioners.

DISCUSSION:

As part of the fiscal year (FY) 2012-13 state budget, the State of California authorized expansion of Medi-Cal managed care into the twenty-eight rural counties that had provided Medi-Cal benefits on a fee-for-service basis only. 

 

On May 14, 2013, the Board of Supervisors adopted Ordinance 2501 (Attachment 1) authorizing the County of Humboldt to join the Partnership HealthPlan of California, a regional County Organized Health System (COHS) model of Medi-Cal managed care. The COHS model has been shown to be an effective Medi-Cal managed care model for improving patient health care outcomes for Medi-Cal recipients, with a focus on prevention and primary care, and allows for local representation in its governance structure. 

 

Humboldt County is allocated three representatives on the Partnership HealthPlan of California Commission (Commission), based on the number of Medi-Cal beneficiaries enrolled in the HealthPlan.  Ordinance 2501 enacting Title V, Division 9, Chapter 1 of the County Code, Section 591-3 states that: “The members appointed by the Humboldt County Board of Supervisors shall serve at the pleasure of the board and shall be selected as follows: (1) One member shall be the Director of Health and Human Services or Director’s designee. (2) Additional members will be nominated by local health care providers that serve Medi-Cal beneficiaries. The Director of Health and Human Services will receive and evaluate nominations and make recommendations to the Board of Supervisors”.

 

This item is for the board to appoint one member to fill one vacant seat to represent Humboldt County on the Commission (Attachment 2). The Director of Health and Human Services received nine applications (Attachment 3). Personal contact information has been redacted to protect the privacy of candidates, as agenda items are posted online. All nine candidates were evaluated pursuant to the ordinance and all nine are qualified. 

 

The director recommends the board appoint John Reeves, Chief Executive Officer of United Indian Health Services (UIHS). Working closely with nine tribal governments, UIHS provides a full spectrum of outpatient healthcare services, serving the native communities of Humboldt and Del Norte Counties. Mr. Reeves has extensive experience in clinic operations, healthcare finance and physician recruitment, and is a member of North Coast Health Leadership Team (CEO Roundtable). He is an army veteran and holds a Masters of Health Administration degree.

 

Mr. Joseph Rogers is also a qualified candidate, with 40 years of health care experience in Humboldt County. Currently Chief Executive Officer of Hospice of Humboldt, Mr. Rogers is a member of the North Coast Health Leadership Team (CEO Roundtable) and a licensed pharmacist. He has an extensive background in hospital administration, has served on numerous local and state boards and committees and is a life-long resident of Humboldt County.

 

Mr. Darryn Davidson is also a qualified candidate. He is the area Director of Operations for St. Joseph Heritage Medical Group and a member of North Coast Health Leadership Team (CEO Roundtable). Mr. Davidson has direct care experience, as well as a wealth of experience in healthcare operations, budgeting, and physician recruitment.

 

Dr. Erik McGoldrick is also a qualified candidate. Dr. Goldrick is a local orthopedic surgeon and has served as chair of surgery for St Joseph Hospital, as well as a board member of St. Joseph Heritage Medical Group and the Humboldt Independent Practice Association. He has been active in recruiting new physicians to the area and his candidacy is endorsed by the local Medical Society.

 

Dr. Brian J. Mistler is also a qualified candidate. Dr. Mistler is the Chief Operating Officer of Resolution Care in Eureka. He has extensive experience with student healthcare, mental health and wellness initiatives, including having served as the Director of Medical Services and Executive Director of Health and Wellbeing Services at Humboldt State University.

 

Charles Bean is a qualified candidate as well. Mr. Bean is the Executive Director of the California In-Home Supportive Services Consumer Alliance and currently participates on the Partnership Health Plan Consumer Advisory Committee. Mr. Bean has an extensive history as an advocate for healthcare and social services, particularly for rural, disabled and low-income Californians.

 

Shannon Kenney is also a qualified candidate, Ms. Kenney has detailed knowledge of the Medi-Cal program and is currently employed as an Eligibility Supervisor for the county’s Department of Health and Human Services. She has expressed an appreciation for Medi-Cal and a passion for serving the community.

 

Mary McKenzie is also a qualified candidate. Ms. McKenzie is a long-time Humboldt County resident and advocate for rural healthcare and rural patients. She has clinic supervision experience and detailed knowledge of the health plan.

 

Marilyn Thibeau is also a qualified candidate. She is a retired Public Health Nurse and school nurse at Northern Humboldt Unified High School District.

 

The Commissioner appointed by the board will serve a 4-year term on the Commission. 

 

The Commission is also soliciting participation on several advisory committees. These advisory committees do not require board appointment. Medi-Cal patients and Humboldt County residents not appointed by the board to serve as Commissioner who would like a voice in the operation of the health plan may consider serving on one of the following advisory committees: Physician Advisory, Provider Advisory, Consumer Advisory, and the Quality/Utilization Advisory Committee.

 

FINANCIAL IMPACT:

Partnership Health Plan of California will reimburse Commissioners for all expenses necessary to attend meetings. There is no financial impact to the County General Fund associated with the recommendation before your board.

The board could elect not to appoint the recommended candidates, to solicit further applications or to appoint other individuals.
