RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair to execute, the attached professional services agreement with the University of California - Davis (UC Davis) to provide Eligibility Services training for the Department of Health and Human Services - Social Services (DHHS-Social Services) staff for FY 2019-20 in an amount not to exceed $178,500;
2. Grant a waiver of the Nuclear Free Ordinance; and
3. Direct the Clerk of the Board to route the fully executed agreement to DHHS-Contract Unit for further processing.

DISCUSSION:
DHHS-Social Services has been contracting with UC Davis for the provision of federal and state required annual training since 1990. The contract provides for up to 42 days of training over the next fiscal year on-site at Social Services. Training offered by UC Davis is developed for and directly relevant to the needs and issues facing staff employed in the eligibility division of Social Services. The contract with UC Davis has proven to be a reliable and cost effective source of training that meets the County needs.

As part of the University of California system which has administrative responsibility for a facility involved in nuclear research, UC Davis is unable to include the Nuclear Free Humboldt Ordinance in any training contract. Therefore Social Services is requesting that the Board approve a waiver to exclude the language as it has in previous contracts since 1990.

FINANCIAL IMPACT:
The anticipated costs of the attached agreement have been included in the approved budget for FY 2019-20. The amount of $178,500 is primarily funded as follows:
