RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Resolution No. ____ to accept Cooperative Agreement #01A1939 with the California Department of Transportation (CalTrans) for the period July 9, 2019 to June 30, 2022 (Attachment 1);
2. Authorize the Board of Supervisors Chair to sign four original copies of the Cooperative Agreement (Attachment 2) and all amendments, extensions, revisions or termination to the Agreement; and
3. Instruct the Clerk of the Board to return the signed agreements to the Sheriff's Office for distribution to CalTrans.

DISCUSSION:
The Humboldt County Sheriff's Office (HCSO) has maintained an agreement with CalTrans to provide supervised inmate work crews since 1987. The supervised inmate work crews perform unskilled labor, such as vegetation removal, plant re-establishment, fire break clearing, and litter clean up to improve and preserve the appearance and function on CalTrans right of ways within the County of Humboldt. The proposed cooperative agreement will replace an agreement that expired on April 30, 2019.

The proposed agreement is for a 3-year period from July 9, 2019 to June 30, 2022, with an option to extend by amendment. Charges for Correctional Deputies to supervise the inmate work crews are calculated on an hourly rate that includes salary, benefits, overhead and workman's compensation for injuries sustained by the work crew participants. CalTrans will continue to provide vans to transport inmates, necessary tools, safety equipment and a portable toilet and trailer. The maximum billable amount for the 3-year period is $450,000.
