RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bids for Consent Decree Barrier Removal for the Mental Health Facility ADA project number 2018-402;
2. Award the project to the lowest responsible and responsive bidder, Adams Commercial General Contracting, Inc.;
3. Authorize the Purchasing Agent to sign the construction agreement with Adams Commercial General Contracting, Inc., in the form of the attached sample agreement subject to approval from County Counsel and Risk Management; and
4. Adopt the supplemental budget depicted below for the ADA Compliance budget unit (4/5 vote required).

DISCUSSION:
On December 10, 2018, the County of Humboldt entered into a consultant services agreement with Brokaw Designs to design ADA improvements at the Mental Health Facility. The Consent Decree requires the county to perform ADA alterations at this facility for the following items: provide three (3) accessible parking stalls; install an accessible pedestrian path of travel to the public right of way, alter four (4) restrooms including one (1) shower; and renovate two (2) service counters inside the facility.

On April 2, 2019, your Board authorized the Mental Health ADA project to be advertised for public bid. On May 1, 2019, the county received and opened two (2) responsive bids and the results are as follows:
