RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Chairperson to execute the U.S. Department of Justice, Office of Justice Programs, Edward Byrne Justice Assistance Grant Program FY 2018 Local Solicitation, Certifications and Assurances by the Chief Executive of the Applicant Government that is required as part of the JAG application (Attachment 1).

DISCUSSION:

The Humboldt County Drug Task Force (DTF) is comprised of representatives from Humboldt County Sheriff’s Office, District Attorney’s Office, Arcata Police Department, Eureka Police Department, and California Highway Patrol. The task force integrates federal, state and local law enforcement agencies for the purpose of enhancing interagency coordination and facilitates multi-jurisdictional investigations. For more than 15 years, the funds from the JAG program have enhanced the DTF operations. There is a state allocation and local allocation for the JAG program.  The Sheriff’s Department has applied and was awarded a 2-year grant for a total of $18,242 from the local allocation. The requested grant funds would be used to purchase equipment and provide the necessary Incident Based Reporting (IBR) for the DTF. The Sheriff’s Office has also applied for the state allocation and should know the outcome of that grant award in the fall of 2019. 

 

FINANCIAL IMPACT:

The local JAG grant funds enable county and municipal law enforcement agencies to enhance the DTF Prosecution Program in support of the Marijuana and Narcotics Enforcement program. The Sheriff’s Office has been awarded this grant and the funds in the amount of $18,242 have been budgeted in fiscal year 2019-20 in budget unit 1100-499 Byrne Jag Local Grant.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by enforcing laws and regulations to protect residents and seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the request to approve certifications and assurances documentation.  This is not recommended as these grant funds are integral to continuation of the county’s marijuana control programs.  In order to continue these programs without JAG grant funding the department would have to seek funding elsewhere or request additional monies from the General Fund.
