Recommendation
That the Board of Supervisors:
1. Adopt the resolution; and
2. Direct the clerk of the board to forward copies of the fully executed resolution to Congressman Jared Huffman, Senator Dianne Feinstein, and Senator Kamala Harris.

DISCUSSION:
HR 763, the Energy Innovation and Carbon Dividend Act of 2019 implementing a carbon fee and dividend was introduced in 2019 with bipartisan support in the House of Representatives. The California Legislature adopted AJR43 in 2016 with Senator McGuire and Assemblyman Wood’s support, urging Congress to pass carbon fee and dividend. The Board of Supervisors is now being asked to join with other municipalities in urging the United States Congress to enact the Energy Innovation and Carbon Dividend Act of 2019.
