RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Wilder Ridge Road Post Mile 5.33 and 5.70 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, July 23, 2019, at 2 pm.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. Wilder Ridge Road Post Mile 5.33 and 5.70, in the Honeydew area of southern Humboldt County, experienced embankment failures which caused the roadway to fail. Currently, the roadway is narrow at both locations and in danger of failure.

On May 21, 2018 and Aug. 15, 2018, the Humboldt County Department of Public Works (Public Works) received FEMA funding approval to proceed with the Wilder Ridge Road Post Mile 5.33 and 5.70 Storm Damage Repair Project. Public Works subsequently prepared the attached plans and specifications for the project based on a topographic survey of the damaged area that was prepared by Points West Surveying Company. The work proposed in the attached plans and specifications consists of constructing a stabilization trench at Post Mile 5.33, realigning the roadway at Post Mile 5.70, reconstructing the roadway with aggregate base, placing hot mix asphalt and installing sediment and erosion control items.

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Wilder Ridge Road Post Mile 5.33 and 5.70...
