RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the agreement with JUMP Technology Services for software license for LEAPS Program in an amount not to exceed $59,368 over the two year term; and
2. Direct the Clerk of the Board to route the fully executed agreement to the Department of Health and Human Services (DHHS) - Contracts Unit for further processing.

DISCUSSION:
JUMP currently provides LEAPS programming to 48 counties in California. LEAPS is fundamental to the work done by Humboldt County Adult Protective Services (APS). It serves as the primary investigation and case management software. It enables the program to track caseload data for reporting to the California Department of Social Services (CDSS). It also serves as the Multi-Disciplinary Team monitoring program. AACTS was the previous case management software used by APS. Humboldt County has contracted with JUMP since they took over all AACTS contracts in January 2017. At that time CareAccess had stopped providing services to the AACTS database, which rendered the AACTS program unusable. The current agreement was approved by the Board on Feb. 13, 2018 (Item C-13) for a 2 year period ending June 30, 2019, in the amount of $54,936. The proposed renewal will also cover a 2 year period ending June 30, 2021, in an amount not to exceed $59,368. The increase in cost is due to a vendor-implemented increase to training fees, and the addition of specific system upgrades which will require one-time fees to set up. The upgrades requested will include any data collection features required by CDSS for Home Safe program reporting, as well as an Information & Assistance Module which will allow tracking of APS referrals that do not rise to the level of making a report.
FINANCIAL IMPACT:
This agreement with JUMP Technology Services includes the following payment terms: annual licensing, hosting and support charges of $23,868, annual user training charges of $3,816, and optional programming updates, as required, totaling $4,000. Total expenditures for this 2 year contract total $59,368. This agreement resides in fund 1160, budget unit 504 - Older Adults and was included in the county proposed budget for fiscal year 2019-20. The costs associated with this agreement remain consistent with the previous agreement and will continue to be included in the proposed budget for fiscal year 2020-21.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the Agreement; however, this alternative is not recommended as the LEAPS case management program is needed to efficiently serve elders and vulnerable adults in our community.
