RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute, the attached data sharing agreement with Partnership HealthPlan of California regarding the provision and receipt of Medi-Cal data pertaining to mutual clients for the purpose of developing and testing processes for eligibility maintenance, claims payment and reporting mechanisms required to implement the Drug Medi-Cal Organized Delivery system;
2. Waive the requirements of the Humboldt County Nuclear Free Ordinance with regard to the attached data sharing agreement with Partnership HealthPlan of California; and
3. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all future amendments to, and any other agreements and/or documents that are necessary to effectuate, the attached data sharing agreement with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
Partnership HealthPlan of California (PHC) is the Medi-Cal Managed Care Plan for Medi-Cal beneficiaries residing in Humboldt County. The Humboldt County Department of Health and Human Services (DHHS) has joined with seven other northern California counties and PHC to implement the Drug Medi-Cal Organized Delivery system. The Drug Medi-Cal Organized Delivery system is an optional program under the State of California's Medicaid waiver that is anticipated to significantly increase federal funding available to treat Medi-Cal beneficiaries suffering from substance use disorders.
