Recommendation
Find the project exempt from environmental review pursuant to State CEQA Guidelines Section 15270, make the finding that the applicant has neglected to demonstrate compliance with lighting standards and has repeatedly violated the term of the Compliance Agreement for a Zoning Clearance Certificate for Interim Permit by Humboldt County Code §314-55.4.11.w and §314-55.4.8.11 and that therefore the required findings for approval cannot be made, and adopt the Resolution denying the proposed Hawk Valley Farms, LLC project.
