RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the Agreement No. X18-5904(172); and
2. Direct the Clerk of the Board to return a fully executed copy of the agreement to the Department of Public Works for transmittal to California Department of Transportation (Caltrans).

Roads Funds - RSTP Funds

DISCUSSION:
On an annual basis, the county has the option of exchanging federal construction funds for state funds that may be used for any road related purpose. Staff recommends this option because it allows the funds to be used for road maintenance. Due to the large amount of deferred road maintenance, discretionary maintenance monies are more beneficial than construction monies. The attached Agreement X18-5904(179) must be executed in order for the county to participate in the program.


FINANCIAL IMPACT:
The attached agreement will provide $636,382 to be receipted into the Road Fund. Of that amount, $100,000 of state matching funds are used for local shares on bridge projects.

These funds were anticipated and are included in the FY 2018-19 Roads budget in account 1200888-503045. This item will not impact the General Fund.

California Department of Transportation (Caltrans).


ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to sign the agreement, which would result in a loss of $636,382 in funding for road maintenance.
