RECOMMENDATION(S):
Recommendation
1. Approve, and authorize the Chair of the Board to execute, the attached Memorandum of Understanding with the First 5 Humboldt Children and Families Commission (First 5 Humboldt) regarding coordination of services provided through the California Department of Social Services (CDSS) Road to Resilience Partnerships 2019-2022 grant program to substance use disorder impacted families participating in the Yurok and Hoopa Family Wellness Courts;
2. Authorize the Department of Health and Human Services Director to execute any and all future amendments to the attached Memorandum of Understanding, after review and approval by County Counsel; and
3. Direct the Clerk of the Board to return three fully executed original copies of the attached Memorandum of Understanding to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The attached Memorandum of Understanding (MOU) with the First 5 Humboldt Children and Families Commission (First 5 Humboldt) defines the respective roles and responsibilities of the County and First 5 Humboldt in a partnership to expand services to Substance Use Disorder Impacted families participating in, or at risk of participation in, the Yurok and Hoopa Family Wellness Courts, through the California Department of Social Services (CDSS) Road to Resilience Partnerships 2019-2022 grant program (the Project). The purpose of the Project is to identify and serve pregnant women with known histories of substance use, pregnant women with current substance use, and mothers impacted by substance use disorder with children under age five.
The services provided pursuant to the terms and conditions of the attached MOU include, without limitation, developing program referral processes; building a collaborative system of care to strategically address perinatal substance use, treatment, and prevention; and, collaborating on the development of a public education campaign with the goal of reducing substance use disorder among pregnant women.
Formal execution of this MOU is a requirement of First 5 Humboldt’s participation in the California Department of Social Services (CDSS) Road to Resilience Partnerships 2019-2022 grant program.
FINANCIAL IMPACT:
There is no direct financial cost to this MOU and approval of the attached MOU will not impact the Humboldt County General Fund.

This action supports your Board’s Strategic Framework by protecting vulnerable populations and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached MOU with First 5 Humboldt regarding the coordination of services provided to families participating in the Yurok and Hoopa Family Wellness courts. However, this alternative is not recommended due to the value of the coordination of services to for these substance use impacted families.
